Actions under the following topic areas are welcomed: decarbonisation, urban mobility, biodiversity, greenfield land and natural space, water resources and air quality, climate change, public space, housing, social inclusion and integration, and local economies and employment.

The competition is open to any local or regional authority or civil society organisation located in an EU Member State, EEA country, EU candidate or accession country, or in the United Kingdom. Applicants must be endorsers of the Basque Declaration, and the deadline to apply is Midnight CEST, 31 July 2020.

This year, in light of the challenges many towns and cities face because of the COVID-19 pandemic, and in recognition of the ways in which they have used sustainability measures to adapt and respond to the crisis, the eligibility criteria of the Transformative Action Award have been broadened. Namely, this year, the Action needs to be in place for only one month at the time of submission. In addition, temporary sustainability measures will be accepted, but the applicant needs to illustrate how these measures are consistent with broader city level planning, and there needs to be plans in place to make them permanent post pandemic.
